Wien / Bericht eines Sozialarbeiters:
„Ein Klient mit intellektueller Beeintächtigung, Anton (Name geändert), wartet auf mich für eine Geldübergabe bei einer S-Bahn-Station in Wien. Er selbst begreift kognitiv die Problematik des Corona-Virus nicht wirklich. Während er mit mir sprach, kamen aus einem zivilen Fahrzeug zwei Polizisten angelaufen, die unsere Ausweise sehen wollten und meinten, wir hätten keinen Abstand gehalten, wegen des Coronavirus. Ich meinte, dass ich einen Meter Abstand gehalten hätte, aber der Polizist behauptete, das wäre nicht der Fall gewesen. Ich versuchte ihnen auch zu erklären, dass ich der Betreuer von Anton bin und er eine Behinderung hat, aber sie wollten, dass wir alle 50€ Strafe zahlen, somit eine eine Anzeige bekämen. Anton gab dem Beamten die Nummer von seiner Sachwalterin. Dann versuchte ich nochmal zu erklären, dass ich gerade mit Anton eine arbeitsbedingte Geldübergabe hätte, doch der Polizist meinte, ich könnte, wenn ich glaubte, dass ich genug Abstand eingehalten hätte, ja Einspruch einlegen, es stünde vor Gericht dann meine Aussage gegen die der Polizisten. Währenddessen lief ein Passant direkt an mir vorbei, er streifte mich sogar. Ich fragte den Polizisten, warum dieser keine Strafe bekäme und er meinte in einer Großstadt wäre es nicht immer möglich beim gehen den Abstand einzuhalten, obwohl wir in einer freien Fläche standen und das auf jeden Fall möglich gewesen wäre. Als ich mit meinem Boss telefonierte, wollte dieser mit dem Beamten sprechen, doch der meinte er wolle mein Handy „nicht anfassen“. Nachdem ich ihm dann nochmal erklärte, dass Anton eine Behinderung hätte und ich mich bemühen würde den Abstand so gut es geht immer einzuhalten, gaben mir die Beamten schließlich unsere Ausweise zurück und meinten, es bleibe bei einer Verwarnung.“

Vienna / Report of a social worker:
A young adult with a mental disability, Anton (the name was changed) was waiting for me for a money exchange at a trainstation in Vienna. Suddenly two policeman came out of a civil car and told us we would not keep the distance of one meter, which was forbidden and they wanted our Ids. I told them that I tried to keep the distance but Anton was my client so its not so easy, they just told us we have to pay 50€ to them or we can make an objection and therefore get a report. Anton gave them the contact of his advocate. After I tried again to explain, that I just had a money exchange with him because of my work but the cop told me I could make a formal objection when I believe I kept the distance but it would be their word against mine. In this moment one person was walking next to me to the station and even touched me. I asked the cops why they dont punish him because he did not kept any distance to me and the cop said it would not be so „easy“ to keep distance in a city all the time, which was infact not true in that situation, there was enough space. When I called my boss he wanted to talk to the cop, but him said he did not want to „touch“ my phone. Then I explained again that Anton has a mental disability and its not so easy to keep distance in this working situation, they gave us back the IDs and told us this was just a warning.
